If you can receive e-mails, but are unable to send,
your ISP is one that blocks access to their SMTP server.
In this case, you need to contact your ISP and find
out the name of their SMTP server. Enter this information
in the Outgoing Mail (SMTP) field. Go to Tools then
click on E-mail Accounts, click the account you just
created then click change. Click the "More Settings"
